One of the focal points of the Corporate Social Responsibility Policy at EPM is the universalization of the service, expressed as a purpose so that 100% of the population of the areas where the company is present can be provided with basic public utilities, the driving force for a sustainable human development. To achieve this, strategies that will grant access to them and their purchasability are developed.

Access is defined as the availability of public utilities and information and communications technologies through conventional and alternative solutions. EPM has developed innovative options allowing the expansion of its infrastructure to areas difficult to access so that users can be provided with public utilities.

Purchasability refers to financial, commercial and cultural options that enable people to be provided and continue having access to public utilities. Competitive rates, non-conventional forms of payment, bill financing are part of the universalization actions from the point of view of purchasability.

Customers with access and purchasability difficulties are a special focal point of EPM, in its approach to promoting human and territory development.
